I had this come up the other day in Win3.1. Paul Gibbons sent me this. It worked great with Hayes Compatible.

News.rc -- located in the Navigator News directory - a listing of newsgroups you've been to and a number for any documents you viewed. Much like the Netscape.hst file in that people can look at what newsgroups you've gone to or you can look where they've gone. Erasing the file will not harm the program, however, it erases the subscription list and you have to rebuild that list the next time (comparable to erasing your bookmark file and having to rebuild it). Instead of erasing the file, it's better to edit the file, deleting what you want and saving the rest.
Cookies.txt -- located in the Navigator directory - a file used by some web sites to access information about you. Take a look at the file sometime to see which companies do it - common names are Disney, Microsoft, and Netscape. The next time you visit their site, their server will look for information in that file or place more information in it. Erasing the file will not harm the program, Navigator just creates a new file.

The Shiva software that comes with Netscape Navigator Personal Edition (including DialUp Kit) for Windows 3.1 does not have any apparent methods of setting an automatic redial if it encounters a busy signal nor a way to set it to automatically reconnect if the line is dropped. The following is how to set this up.
-Create a text file called shivappp.ini in the same directory as the dialer software
-Create an [Options] section as shown:

DialRetries=x; Set x equal to the number of times you want ShivaPPP
to retry after a failure.
-Create a [Reconnect] section in the same file as shown:
[Reconnect]
Enabled=Yes
Automatic=Yes

If computer locks up during modem connection.
DESCRIPTION: For Win3.x
When "Other Windows Modem" is selected in the Account Setup Wizard, Netscape may lock up the computer when connecting with the dialer and Netscape is auto launched. It does not lock up when choosing Hayes Compatible or any other modem setting.
SOLUTION:
The solution to getting Netscape not to lock up is to run the command memmaker from a DOS prompt and get more conventional memory. Memmaker can raise memory available from 513K to 589K, which seems to make the difference on some systems.

If the TEMP= or TMP= line reads C:/DOS, then type "DIR.TMP" in the DOS directory. This will give you a list of all TMP files in that directory. If there are some present, just type DEL *.TMP and they're gone.. If the TEMP= or TMP= line reads C:/WINDOWS/TEMP, then go ahead and remove all files and sub directories in said directory. Often, when installing programs, they'll create subdirectories with files in them.. they're useless and will not be used again after the installation is complete, but often are not deleted. If you're in the middle of a Windows session, expect to see TMP files in the afore mentioned directories... This should only be an issue if you have a gross number of temp files on the drive.Thanks to Lance.

If the customer gets this while trying to acces their mail and they are using Win3.X and Netscape, try deleting their the inbox and inbox.snm. Also, tell them to save what's in their inboxes if they need to because it will be lost. Netscape will create new inboxes when its opened again.

If the customer is using Win 95b then go to Dialup Networking, right click and go to properties. Then click the scripting tab and remove the path specified in the FILE field.
If the customer is using Win 95a and they receive this error then the MS Dialup Scripting Tool is loaded on their PC. Here is the fix from the Netscape KB:
1) Open...Start/Program Files/Accessories/Dial-up scripting tool
2) Remove the value from the "File Name" text box
3) Click Apply, and then Close
